This Report addresses some key problems in the implementation of EITI. Whereas EITI has improved the transparency of natural resources revenue, it has not improved the accountability in resource rich countries. This report argues that EITI should incorporate human rights in order to improve governance. The report reviews EITI’s organisation as well as the key role of civil society. It also draws on examples from different countries to illustrate that transparency in the absence of human rights does not advance the EITI’s goal of increasing accountability.
